Registering on PALS
PALS (the AVS Pet Animal Licensing System) is Singapore's government portal for pet licensing and import permits. Before you create an account, make sure you have the three things below. They are hard requirements, and the portal's error messages do not always make them obvious.
1. A Singapore mobile number that can receive SMS
PALS sends a one-time password by SMS every time you log in, not just at signup. You need an active Singapore mobile number on a phone you have ongoing access to. Overseas numbers and virtual or VoIP numbers are typically not supported by government SMS gateways.
2. Enter your number without the country code
The phone field expects exactly 8 digits, starting with 8 or 9, for example 9123 4567. Do not include +65. Entering the country code will cause the field to fail validation.
3. A Singapore address with postal code
PALS fills in your location details from the postal code, so have your full Singapore address on hand. Overseas addresses are not accepted.
I live overseas. Can I register on PALS?
Not directly, if you do not have a Singapore mobile number and address. This is one of the main reasons pet owners relocating to Singapore work with an AVS-licensed pet relocation agent: your agent can manage the PALS process on your behalf while you are still abroad.
